The Stellenbosch Local Municipality is a located within the Cape Winelands District in the Western Cape Province with a population of approximately 173,197 inhabitants. Stellenbosch town is the second oldest town in South Africa. The major portion of the area is utilised for agriculture, mainly wine production. The municipal area is internationally renowned for its extraordinary wines, fruit, world renowned cultural landscapes and exceptional scenic quality. It has a strong business sector, varying from major South African businesses and corporations, to smaller enterprises and home industries. The tourism industry alone is responsible for the creation of about 18,000 jobs in the municipal area. The urban spatial configuration of the municipality creates the conditions that allow certain types of development to flourish, which does not overcome social, economic and spatial development challenges. The municipality recognises the importance of addressing critical infrastructure backlogs impinging on the objectives for economic development. Thus, well maintained infrastructure is of considerable strategic importance for the municipality to realise the vision for the greater Stellenbosch area to be a place of living, working and learning.
